Open consultation Proposals for local government reorganisation in East Sussex and Brighton and Hove, and West Sussex

Government is seeking views on the proposals that the Ministry of Housing Communities and Local Government (MHCLG) has received following the Secretary of State’s invitation to councils in East Sussex and Brighton and Hove and West Sussex to submit proposals for unitary local government for their areas. The 4 proposals in the consultation were made by the following councils on 26 September 2025.

  • East Sussex County Council, Eastbourne Borough Council, Hastings Borough Council, Lewes District Council and Rother District Council

  • Brighton and Hove City Council

  • West Sussex County Council

  • Adur District Council, Arun District Council, Chichester District Council, Crawley Borough Council, Horsham District Council, Mid-Sussex District Council and Worthing Borough Council

This consultation will last for 7 weeks from 19 November 2025 to 11 January 2026.

Brighton & Hove City Council - E-scooter trial public consultation 10 Nov to 21 Dec 2025

The Council is considering taking part in a controlled trial of an e-scooter hire scheme, operated by Beryl, the city’s current Bikeshare provider. If approved by Cabinet following a consultation report in March 26, the trial would begin in summer 2026. The trial will offer residents and visitors a new, affordable, and sustainable way to travel.

A consultation is now live to gather the public’s views on safety measures, hire zones, hub locations and how e-scooters could fit into the city’s transport network.
